General Management and Coodination (GMC) Cluster
The mission of the General Management and Coordination (GMC) Cluster is to facilitate and enable the implementation of WHO's global health mandate in the African region. This is achieved through effective and responsive administrative and managerial support to the Technical Clusters and country offices while maintaining a robust internal control environment. The cluster is led by FOFANA, Kambou.
Key functions
To support the implementation of WHO's mandate, the GMC Cluster provides:
- Context-driven policies
- Systems for better monitoring and evaluation
- Capacity building programs
- Results framework linking performance management to the achievement of results.
- Implementation of internal control framework
- Value-for-money procurement

Mr. Kambou Fofana
General Management and Coordination
Mr. Fofana started his professional career in the private sector with the Audit and Consulting firm Ernst & Young. He later moved to Internal Audit successively at the World Bank, UNOPS and UNICEF. Subsequently, Mr. Fofana transitioned to Operations and Management, first with the UNICEF West and Central Africa region and then with the UNICEF Middle East and North Africa (MENA) region. Before joining WHO AFRO in April 2024, Mr. Fofana was Deputy Regional Director (Operations and Management) with the UNICEF MENA region.
Mr. Fofana holds a Master’s degree in Finance and Accounting and a professional certification in Internal Audit.
