Delivering results through the lens of Theory of Change

Dar es Salaam, 9-13 April 2018: Theory of Change is an ongoing process of reflection to explore why change is needed and how it happens. It is a broad vision of what results would be achieved and how they will be achieved. ToC aligns well with the on-going organizational transformation in WHO –which focuses on delivery of results with clearer links to better health outcomes. WHO Transformation effort aims to change the way we work together globally so that WHO is better aligned to serve people and communities around the world.

Over a period of 5 days, the Country Office with support from the Regional Office underwent an orientation on the application of results-based management in general and Theory of Change in particular with a view to improving programming and better demonstrate WHO’s contribution to a healthier world.

The purpose of the training was to equip technical staff with knowledge to be able to

  • Apply RBM/ToC principles to the design, implementation, monitoring, evaluation of programmes and in reporting on results.
  • Use available tools and approaches to strengthen results-oriented health programmes.
  • Elaborate Strategic Result Notes

At the end of the training, participants reflected on the training expectations and shared their views:

“The training was all about changing the way of thinking from “business as usual” to a result based mindset”

“It is the kind of training that will help WHO analyze and address health issues in a more comprehensive and more systematic manner to yield better health results”

“The training allowed for candid discussions and personal reflection on ways of working and how TOC can help the organization change for a better and stronger WHO”

 “If TOC is effectively implemented and monitored, we would be able to realize the desired changes to the health of all people in the world”

In the coming days, the Country Office will embark on developing its Strategic Result Note in line with the 13th Global Programme of Work (GPW13). An aligned WHO can make a real difference to the world’s health by helping countries achieve the health Sustainable Development Goals (SDGs).
